When a client asks about validation rule R045 it's often because the client did not update the Pending FERC Response of the associated FTRV to reflect FERCs current Status on the website. Have the client check the FTRV's Status here: https://etariff.ferc.gov/TariffList.aspx then change the associated FTRV's FERC Response to the correct status on the FERC website. If the Pending status given by FERC is correct then the message provided by R045 is true and the associated FTRV status will become OBE (overtaken by events) when the new Filing containing the associating FTRV is submitted to FERC. If the client does not want the Pending FTRV to become OBE then they must work with FERC to find a solution.

If the associated FTRV has a Pending FERC Response and has child Tariff Record(s) R047 appears. According FERC FAQ-eTariff document only specifically provides Q&A regarding child records with Record Change Type of NEW. We theorizes FERC Staff can validate that their software will gloss over non NEW children and only OBE and replace the pending parent. We must ask FERC to confirm this. To be safe to replace ALL children under the parent in the current Filing being made.
