FERC’s eTariff XML Schema 2 and Lead Applicant Company Id
Users can refer to the TariffShark User Guide (when in the TS Tiger SP3 software, they can go to

to determine how to enable the Lead Applicant Company Id field, its definition, and to see (in the List of Companies form) for which companies, that field is enabled.
On the Create Company and Update Company forms, they will see the Checkbox for "Manage Lead Applicant".
If this box is unchecked, when the FERC Filing Date entered into TariffShark at the filing level, is after the FERC-required date for Schema 2 (right now that is on or after 11/25/2024), the XML will be generated using the new Schema 2, and TariffShark will automatically insert the Lead Applicant Company Id for the submitting company into the XML file. Thus, context company (submitter) CID and Lead Applicant Company Id will be the same.
If this box is checked, they now have the option to differentiate a Lead Applicant company other than the context company (submitter).
This is also indicated on the List of Companies by green check marks under the column headed “Manage Lead Applicant”
When the FERC Filing Date, that is entered into TariffShark, at the filing level, is after the FERC-required date for Schema 2 (right now that is on or after 11/25/2024), this will enable the Lead Applicant Company Id field on the Update Filing form AND populate it with the context company’s (submitter’s) CID. At this point, the XML will contain the same CID for the context company and the Lead Applicant Company Id.
If the filing’s nature requires that the Lead Applicant be different than the context company (submitter), they can then enter the Lead Applicant Company Id, and the XML will contain one CID value for the company submitting the filing, and a different CID value representing the Lead Applicant company.
In either case, whether the box is checked or unchecked, if the FERC Filing Date in TariffShark is before the FERC-required date for Schema 2, the Lead Applicant Company Id field will be disabled and without a value. The XML will be generated with Schema 1, which does NOT contain the Lead Applicant line at all.
After a filing is created, they can refer to the List of Filings, which now has a column headed “Lead Applicant Company Id.” After the FERC-required date for Schema 2, this column will contain the CID assigned for the Lead Applicant, either automatically entered by TariffShark and matching the CID of the context company (submitter), or a different CID per the value entered into the Lead Applicant Company Id field on the Update Company form.
Similarly, Lead Applicant Company Id values are displayed on the Filing Details form, in the Filing Details tab.
Please refer to your own regulatory experts or counsel, or FERC staff to determine if Lead Applicant Company Id value should be different than the context (submitting) CID as this is beyond our scope of expertise. FERC Staff has said that this scenario is rare, affecting select companies in specific industries. In most cases, TariffShark can safely and automatically assign the same value for Lead Applicant Company Id as the context company’s CID.
