If the client gets TS or FERC Sandbox validation fails due to exceeding size limitations of TRVs (10 MBs) or even FERC Attachments (50 MBS due to the comprising TRVs being large), this is often caused by images such as flow charts, maps, and other graphic files pasted into the Word document. The most obvious fix is to try to resize the images. Clients should verify that the resolution of re-sized images is still satisfactory.

How to resize an image in TRVs to render its size acceptable for TariffShark and FERC RTF files.

  1. Select the picture/image by clicking on it.
  2. Select the "Format" tab in the Word ribbon under "Picture Tools".
  3. Click on the "Compress Pictures" tool.

  4. The resulting dialog will look something like this:

    cid:image002.png@01D3FE6F.3ECFD830
  5. I ran a test with an enormous picture.  The RTF before using the Compress Pictures dialog was about 63MB (waaay too big to be accepted as a TRV's RTF).  After completing the dialog as shown above (selecting the 220 ppi option), the resulting RTF was 7MB (well within FERC's 10MB limit).
  6. The next option down (150 ppi) will yield an image of lesser quality and a smaller RTF.  And ... the next option down from there (96 ppi) will yield an even smaller RTF, but image quality might suffer.  Depending on the nature of the image, 96 ppi could be perfectly fine.  Your mileage may vary, so you will want to experiment with 220 vs 150 vs 96 ppi.

Note: that the client also has the option of breaking up the tariff record into separate TRs with images as their own records and even choosing Whole Document to submit the content as PDF.
